Charging stations in the neighborhood? Then participation in the street is also essential. This is a principle increasingly adopted by municipalities – and rightly so. Involving residents in changes to their living environment is not an optional step, but a prerequisite for support and feasibility.
In the first half of 2025, 32 municipalities in Brabant and Limburg initiated participation processes concerning the rollout of public charging stations. EVTools, in collaboration with its partners, investigated the effects of various approaches – and the results are clear.
Significant Differences in Response
Participation is increasingly a standard component of policy. However, in practice, we observe significant differences in the number of responses from residents. While some municipalities receive multiple reactions per location, the response in other municipalities remains limited.
EVTools, together with its partners, analyzed the processes for over 3,700 charging locations. The result:

→ Average of 2.5 responses per charging location (1,181 locations) - ⚪️For independently executed projects
→ Average of 1.4 responses per charging location (2,569 locations)
This represents a difference of over 79% in response.
Why is this important?
More responses not only provide greater insights but primarily generate increased support. Residents feel their input is valued. This prevents delays in decision-making and implementation, for instance, with traffic regulations or objection procedures.

The best-performing processes exhibited several common characteristics:

Not after the plan is ready, but before it is formed. - Accessible resources
Consider a user-friendly online map, but also offline alternatives for less digitally savvy target groups. - Connecting with residents' experiences
No abstract policy, but concrete impact:"How will this change my view, my sidewalk, my parking space?"
